Devonshire Point Homeowner’s Association Annual Meeting Minutes – January 15, 2018

Meeting started at 6pm

Attendees: Carole & Carl Pascarella, Lauren Plennert, James Smith, Marius Gavrilla, Kevin Cullen, David Reiley, Bill Plawinski, Ginee Ames, Sandy & Bob Kord, Juan Gomez Lobo,Erik Lundry, Heinz Mantel

  1. Treasurer’s Report by Marius Gavrila
    1. Total Assets $87,008.85
    2. Total Expenses for 2017 was $14,309.37
    3. The 2017 tax filing needs be done as well as the Business Entity Renewal.
    4. Only 1 house is past due for 2017. It was a foreclosure that has been sold.  The paperwork was filed to get amount due.   We have to wait.
    5. 2018 Dues invoices to be sent soon.
    6. Budget was reviewed. There are 2 ‘capital projects’ that are not yet budgeted (tree replacement and Phoslok treatment).
  1. Maintenance and Landscaping
    1. Bids are due from our service providers
    2. Starting the sprinklers for 2018 could be expensive depending on condition from the Granger Paths. New sprinkler system would run about $15,000.  The only irrigation currently is on the entrances and the islands.  All other irrigation has been disabled since it is on the county ‘right of way’.  We are going to hold off and see what Mother Nature does for us.
    3. We need to have Aquatic Weed Control test the lake to determine if Phoslok needs to be applied. It’s roughly $500 if a diver goes down to test the muck.
    4. The bid from an arborist was $17,500. The Granger Paths caused a lot of damage to the tree line on Adams.  27 Evergreens are in danger.  15 need replaced.   They’d use 5-6 foot replacements of different varieties. It was noted that our pear trees have a disease.
  1. Social
    1. The Easter Egg Hunt of 2017 had 55 kids in attendance. Awards were given to kids with the most eggs.  The 2018 Easter Egg Hunt is scheduled for March 24th.
    2. The annual garage sales for 2017 were held on Thursday, May 18 from 8:00 A.M. to 3:00 P.M., Friday, May 19, from 8:00 A.M. to 3:00 P.M. and Saturday, May 20, 2017 from 8:00 A.M. to 12:00 P.M. The sale was advertised in the SB Tribune as well as banners at the two entrances. Email and Facebook notifications were also made prior to the event. No firm dates have been set, but will not be Mother’s day weekend.
    3. It was brought up on Facebook about adding a Fall garage sale. Lauren will post a poll on Facebook to get feedback on another weekend.
    4. The 4th of July is a Wednesday in 2018. We will look into red fire truck again.  The parade will be at 9 a.m. in the Taddington Court cul-de-sac.
  2. Communications/Publicity
    1. Bob (or Ginée) will send out notices in the mail for Easter Egg Hunt, Garage Sale(s) and the 4th of July parade.
    2. Lauren continues to do welcome visits to new residents.
    3. David reports we have 84 email addresses out of 98 homes. We are not able to determine how many homes are represented from those 84.
    4. Lauren reported that we have 79 members on Facebook. She removed non- residents and works to keep members current.
  1. Architectural Control Committee
    1. Plans for a new home on lot 135 were approved.
    2. Continuing to work on shed guidelines. A sub-committee will be formed to discuss further, prior to attorney review.
  2. Covenants Committee
    1. A letter will be sent with the dues to the owner of the vacant lot to remind them to maintain their lot during the mowing season.
  3. Open comments/questions from the floor
    1. What are we doing about speeders? The association paid for 6 enforcement events.   Anything about 30 mph got a warning or a citation.  A school bus and garbage truck were on the list of offenders.  We will revisit this again in the Spring.
    2. What about the streetlights that are broken or out? AEP owns and maintains the streetlights.  It seems that they are only maintained when the bulb goes out and after multiple calls.
    3. What dollar amount do we need to be at before the association dues will be lowered? That is TBD.  We are on track to put more into our emergency fund.   Dredging the lake would be around $300,000.   If it comes to that, we’d like for that money to be in the account.  We are trying to pay what it costs to maintain a nice lake to avoid the dredging.
    4. All board meetings are open to the people of Devonshire.
