Devonshire Pointe Homeowners Association Board Meeting April 15, 2015

Attending: Heinz Mantel, Marius Gavrilla, David Riley, Erik Lundry, Carl Pascarella (stand in for Carole), Kevin Cullen, Deni Worthen

Notes by Karen Mantel   Mtg began 7:10   Adjourned 8:45

 

Treasurer’s Report:  Marius submitted the financial report.  He went through the finances in detail for the board members.

  • Updated dues status –  $32.3k collected to date. 
  • Emergency fund is at $45.6k and total assets are $75.2k
  • Income Taxes were filed in March
  • 6 homeowners still owe dues, 1 severely past due with a lien on the property
  • 3rd notice was sent out on 4/9
  • Any unpaid dues as of 5/1 will be turned over to attorney for demand letters and lien filings

 

Maintenance/Landscaping Report: 

  • Proposal overdue from Craig Electric for repair of damage done by county plow trucks to our entrance lighting
  • Proposal for an upgrade to the wall spots, less upkeep and much more energy efficient being sought
  • Irrigation system start up revealed considerable repairs and a leak in the system – all repairs were finished
  • Plowing pushed many rocks from the road into our grass frontage – looking for a cost effective clean up
  • Securing proposal for the removal of 4 dead or diseased trees  along the Adams Rd. frontage – due by 4/25
  • Secure proposal for the planting of 6 new/replacement trees
  • Test soil sample from the entrance islands and amend soil as needed prior to planting the annuals
  • Bill’s Sprinkler will look at the heads that cover our annual plantings to assure proper watering

Social Committee Report:

  • Easter Egg hunt was well attended with approx. 35 – 40 children.  600 eggs were filled  and prizes were awarded for the 3 age groups.
  • The neighborhood garage sale will be on May 7, 8 & 9  The hours are 8-3 on the 7th & 8th and     8-12 on the 9th    Banners will be put up at the entrances and a newspaper ad placed.

 

Communication:    

  • David currently has 86 email addresses on file.
  • David will email residents a garage sale reminder on 4/27 & 5/4
  • Laura to complete newsletter announcing our move to electronic communication.   Stress the  need to sign up on our website in order to get future communications,  access the homeowner directory.  Newsletter to also contain reminders about submitting requests for pools, fences, room additions, play sets, etc.  Article reminding homeowners about picking up their grass clippings, and also about post lights  (the August 2014 newsletter has the reminders in it). Garage Sale dates/times in newsletter as well.

 

Architectural Control:

  • 2 requests for fences were submitted and approved
  • Reminder in newsletter about submitting requests for fences, pools, room additions, play sets, etc.  prior to starting the project
  • A note was sent to the owners of the 2 empty lots regarding their responsibility in maintaining their lots in a acceptable manner

 

Covenants:

  • Post light initiative was successful in 2014.   Deni & Kevin will do another initiative for 2015
  • Reminder in newsletter regarding post lights on from dusk to dawn 

 

Additional Discussion: 

  • A discussion about the sign boards at the 2 entrances came up.   It was noted that 2 of our neighboring subdivisions appear to be abandoning their use of sign boards.  The effectiveness of the boards as a communication tool was questioned.  We unanimously agreed that we should apply the money allocated for this project toward other future projects.   Eric volunteered to remove the boards for us at no cost to the association.
