Devonshire Pointe Homeowners Association Meeting April 17, 2013

<p><strong>Attending: &nbsp;</strong>Heinz Mantel, Bob Weiss, Lauren Conte, Carole Pascarella, David Riley, Jim Sweeney</p><p>&nbsp;</p><p><strong>Treasurer&#39;s Report: &nbsp;</strong>Treasurer Bob Weiss presented the Treasurer&#39;s Report (see handout) highlighting the 2012 – 2013 comparison of income and the profit and loss comparison year to date. Several lots previously in arrears have paid in full, several are still in arrears and numerous homeowners late in paying 2013 dues still owe late fees which will be followed up for collection. Legal counsel is on retainer for collection and lien filing services. Federal and State 2012 income taxes have been filed, no monies being owed and the Business Entity Renewal has been successfully completed and certificate received.</p><p>&nbsp;</p><p><strong>Maintenance/Landscaping: &nbsp;</strong>Committee Member Jim Sweeney informed the Board that the Adams Road trees have been slated for replacement. A bid has been approved for McKinley Terrace Garden Center for 8 Norway Spruce. There was discussion of the need for initial intense watering of the trees. Bids have also been awarded to Bill&#39;s Sprinkler, Groundskeepers and Aquatic Weed Control. New annuals will be planted at the entrance walls.</p><p>&nbsp;</p><p><strong>Social Events: &nbsp;</strong>Committee Member Carole Pascarella reported that the recent Easter Egg Hunt was a success with 21 children attending. The Neighborhood Garage Sale will be expanded to 3 days and slated for Thursday and Friday, May 9 and 10 from 8am to 3pm as well as Saturday May 11 from 8am to 12 noon. Notice will be placed in the newspaper a week prior to the event.&nbsp;</p><p>&nbsp;</p><p>Plans for the upcoming Bike Parade/Ice Cream Social were discussed with a repeat of the event on July 4th, 2013, the generous use and participation by the Clay Fire Department of a truck to lead the parade, plenty of water on hand as well as ice cream. A change in route may be decided and a possible earlier start time.</p><p>&nbsp;</p><p><strong>Communications/Publicity: &nbsp;</strong>Committee Member David Riley indicated that the number of email addresses collected through the website have increased. The Board will once again request through the newsletter everyone&#39;s cooperation in registering their email addresses so that important information can be transmitted to all homeowners.</p><p>&nbsp;</p><p><strong>Architectural Control:</strong>&nbsp; Committee Member Carole Pascarella reported that a request for approval of a deck has been submitted and is awaiting further details.</p><p>&nbsp;</p><p><strong>Covenants: &nbsp;</strong>Letters will be sent to those homeowners with post lamps consistently unlit as well as requests that grass clippings be kept off of the streets.</p><p>&nbsp;</p><p><strong>Lake Taddington:</strong>&nbsp; President Heinz Mantel gave an updated report on the health of Lake Taddington. Recent testing has shown the lake at more than double the allowable (safe) limit of phosphorus buildup. Aquatic Weed Control has provided estimates on treatment to lock down the present level of phosphorus which was approved by the Board. This treatment will be spread out over 3 years to keep the cost affordable and not affect the current membership dues amount. However, this will not eliminate the phosphorus completely and there will still be need to keep grass clippings and fertilizer run off from entering the lake.</p><p>&nbsp;</p><p><strong>Additional Comments: &nbsp;</strong>There was discussion regarding the need for neighbors walking their dogs to clean up after them and also the appearance of the neighborhood with trash and recyclables left to blow into others&#39; yards, into the drains and ultimately into Lake Taddington. It was suggested that job seeking teenagers be given the opportunity to help with a neighborhood cleanup for pay which will be presented in the upcoming newsletter.</p><p>&nbsp;</p><p>Also discussed was the deterioration of the neighborhood event sign boards and the need for either repair or replacement.</p>
