Devonshire Pointe Homeowners Association Meeting July 17, 2013
Attending: Heinz Mantel, Bob Weiss, Lauren Conte, Carole Pascarella, David Riley, Jim Sweeney
Treasurer's Report: Treasurer Bob Weiss presented the Treasurer's Report (see handout) comparing income and expense from previous year, highlighting lake expense, utilities, grounds maintenance and miscellaneous. Several lots in dues arrears have been contacted by legal counsel for collection and possible foreclosure. Several lots are in arrears for late fees. There was discussion regarding the possibility of transferring a small portion of income into a short term CD.
Maintenance/Landscaping: Committee Member Jim Sweeney reported on the tree replacement on Adams Road, an additional tree having to be replaced after recent storm damage. Residents living near the new trees have been asked for cooperation in keeping the trees watered. The Board's offer of a summer clean up job was accepted and completed. A possible additional job will be offered for weeding of the neighborhood entrance areas.
Social Events: Committee Member Carole Pascarella gave the report on the successful 4th of July Bike Parade/Ice Cream Social. More than 50 adults and children attended, the Clay Fire Department once again generously donated the use of one of their trucks to lead the parade, and many residents cheered the children on from along the route through the neighborhood.
Options and quotes were discussed regarding the replacement of the announcement signs at the neighborhood entrances.
Communications/Publicity: Committee Member David Riley indicated that while email addresses continue to be saved from inquiries, there is still not 100% cooperation from all homeowners, continuing the need for mailed communications.
Architectural Control: Committee Member Carole Pascarella gave the report that a previous request for a deck installation was completed, no additional requests at this time.
Covenants: Requests to keep grass clippings out of the streets and storm drains continues through letters to those who refuse to cooperate.
Lake Taddington: There was discussion regarding the success of the recent PhosLock phosphorus treatments for the lake and the continued problem of phosphorus producing debris and trash entering the storm drains. There was discussion and will be further review of the options regarding storm drain covers/filters, the costs and maintenance thereof as opposed to the costs of continuing to treat the lake and the eventual death and draining of the lake. Based upon the fact that despite numerous newsletters, flyers and letters, there is still a lack of cooperation from the residents in taking the matter seriously.
Board of Governors Election: Secretary Lauren Conte reviewed the DPHOA Board of Governors election process. Nominations for the Board will be requested through the upcoming newsletter, followed by nomination acceptance, posting of biographies, ballot preparation and mailing to all residents. Votes will be accepted by mail or in person at the election meeting in October 2013.
